A study compiled by the Heritage Foundation and the Wall Street Journal suggests that the Haitian economy is freer than that of Venezuela.
It also rates Cuba as one of the the three least free economies - the other two being Libya and North Korea.
The study puts Hong Kong as the world's freest economy for the thirteenth straight year.
Singapore was ranked number two.
The next top spots were held by Australia, the United States and New Zealand respectively.
157 economies were surveyed, with the rankings based on a simple average of ten factors, including property rights, investment freedom and financial freedoms.
Of the Caribbean states ranked, Trinidad and Tobago is the highest at 23, followed by the Bahamas 24th, and Barbados 28th.
Jamaica is 46th on the list, with Belize 56 and Guyana at number 90.
The study puts the Dominican Republic at 100, Suriname at 133, Haiti 135th and Venezuela 144th.
